There are categories of portal settings or field value pairs that are configurable in the web portal and used by the portal software to control various aspects of the system. This is how they are managed by a superadmin.
The portal uses this approach rather than storing these variables in code, which would necessitate code changes to affect the localization of portal instances.

Code always comes first...
While any field value pairs can be created and stored here, they are of no use unless code is created on the backend to make use of them. Therefore, these settings are generally created by a developer and later adjusted by a superadmin to meet the needs of the local instance of the portal.
