What does it mean?
When a replication agent runs normally, the agent will have a status of 3049, or "Normal Processing." If not 3049, you will get this alert (or alarm or page). It indicates that you should check the replication status on this database.
Start with:
dsrutil <targetdb> -C status -verbose

If it is not immediately obvious to you what is happening, you can try restarting the replication agent(s) and server.
