What does it mean?

This database was built with a rather small database block size. The default block size is 4K for Windows and LINUX and 8K for UNIX. Larger blocks mean more records per block and fewer IOs to retrieve more records.

What to do?

Be sure of your intent for this database.  Will it or something like it end up in an environment where the database must perform well? Consider changing the block size to match your operating system block size before placing any real demands on it.  This will require a dump & load.
